JOBURG has stimulated regeneration in Randburg by declaring its central business district as a City Improvement District.

A city improvement district (CID) or management district is a geographic area where property owners have agreed to pay a levy to fund specific services in that area.

The City still provides normal services in these districts and the levy is used to fund extra services, like safety and security patrol officers, pavement cleaning, litter collection, maintenance of public spaces and removal of illegal posters.

The Johannesburg Property Company represents the City's interests in the improvement district. The City owns 26% of the property in within the district.

The district is managed by Kagiso Urban Management, which also manages similar districts like Sandton Central and Rosebank.

In January 2005 the council approved a R5-million, three-year plan for upgrading infrastructure in the suburb's central business district, economic development and empowerment, social development, environmental intervention, urban management and marketing.

Plans are also under way to develop a portion of land on Randburg's central business district into a mixed-use facility.

The district's geographic boundaries are on either side of Sentrum and Dover Streets in the north; Hendrik Verwoerd Drive in the east; Retail Avenue in the south; and Kent Street in the west.
