Q: What is the new closing date for submission of proposals, now that 2nd May is a holiday?

A: The closing date has now been moved to 06 May 2008; however the closing time still remains 10h30.

Q: Please advise how we can get more information including specifications on the projects that we are preparing proposals for.  We are sitting with documents that were distributed at the conference and those do not have sufficient information to enable us to prepare pricing.

A: Kindly provide specifics of the project and details of the information required

Q: Proposal A27I

Can the same organisation bid for more than one project? E.g.  City
Beautification, Management of Rea Vaya BRT stations, Street names and
Information signs?

A: The SMME opportunities are an open category, SMMEs can submit proposals for projects where they have the necessary skills and experience and where they think they can partner with the City in terms of funding, expertise and sponsorship.
Companies are required to support the evaluation criteria included as part of the documentation in their proposal.

Q: I attended the construction presentation at the conference and I have also managed to go through the documents that were provided. What I have come to discover is that my company does not have the capacity to do these projects as they are big and they require some great deal of capital investments. My company is small and we specialize in bricklaying, plastering, paving and painting and I want advice as to how I can also benefit from the available opportunities without necessarily bidding because I will not qualify in any case. How can small companies like mine participate in these massive projects?
 
A: It would be advisable to go into partnership in the form of Joint Venture with companies that already have the expertise, capacity and finance to undertake such projects. Further that you identify areas within the projects presented where your company can add value to the bigger picture/projects

Q: We would appreciate it if you could send us more information about the 4 Mobile Clinics for Health Management please.

A: To assist kindly give details and specifics on the information required

Q: We attended the SMME sector of the 2010 conference yesterday which we found highly informative.  Many thanks for organising such a well run event. We are particularly interested in the Marketing segment which was not covered yesterday and would appreciate it if you could give us notice of the dates.

A: Please be advised that City of Johannesburg tenders are advertised in the newspapers as and when they are available, any opportunities shall be communicated as above.

Q: How can one register as a Service Provider with the Supply Chain Management Department of the city?
 A: Forms to register as a Service Provider to the City are available on the City's website on www.joburg.org.za or alternatively forms can be collected at the Supply Chain Management Unit, 15th Floor Metro Centre 158 Loveday Street Braamfontein

Q: There are some uncertainty surrounding some of the addresses of the Bridge Sings, I would appreciate it if there is a contact person that we can talk to regarding these uncertainties

A: Kindly give details of the uncertainty you make reference to on this email address. This is to allow us to refer your query to the relevant Project Manager

Q: Some of our office staff got lost the day of the briefing sessions, so we didn’t attend, will we still be able to tender, because we are registered and paid the money for the bid documents

A: The conference served as a compulsory briefing and therefore only companies that attended the conference will be allowed to submit proposals to the City.

Companies were invited to register and buy documents for their area of interest, and therefore any proposal(s) received will be for projects in their area of interest and expertise

Q:

Per reference proposal A279C related to the City Power projects – the duration indicated on each item i.e. 18 months or 20 months or 6 months what does it mean:
 
# period of delivery/installation when order is received
# rental period of equipment (is this not a firm sale?)
# validity of a quote

A:

These are estimated times for the entire projects. The bidders would have to complete the project within that specified period.
The bidder has to come up with a solution to suite both parties
Quotations are normally 90 days to allow all the commercial process to take its course.

Q: City Power

How do you reach the estimates?
How do you pay us for storage?
How do you pay us for the distribution lines? Is it per wattage carried by each line, or what?

A:

The estimates are based on similar projects.
There will be no storage. All the equipment should be installed and commissioned to their final positions.
That should be part of a financial model from the bidder.

Q:  What if a company can’t offer funding? Is there no way that it can partake in the projects by providing engineering services only?

A:

The main purpose of this bid is to source funding for these projects. Most of the designs are already done and there is not much engineering work to be done except construction and minor changes on the designs.

Q:

Do “Yearly Estimated Project Cost Requirement” tables indicate the financial resources available from the City of Johannesburg to finance these developments?

A:

The estimated project cost refers to what the project would cost to implement and not financial resources available from the City.

Q:

Contact person to whom the tender should be addressed to?
Where the tender box is is situated?
How must the tender envelope be marked?
Should the complete document be returned or only the sections that are filled in?

A:

The tender must be addressed to the City Manager and reference should be made to the tender number. The tender box is located on the ground floor of the Metro Centre Building 158 Loveday Street, Braamfontein.
All relevant sections of the tender document should be filled in and the complete document returned.
