By-laws cover various local government issues such as public roads and miscellaneous, parking grounds, public open spaces, street trading, public health, cemeteries and crematoria, emergency services, culture and recreation services, and encroachment on property.

Calls for comment

The City is planning to amend the Public Road and Miscellaneous by-laws. Anyone who wishes to comment on these changes is welcome to do so. A copy of the draft by-law can be seen here. Code of practice.

The City has published proposed by-laws for Outdoor Advertising. The by-laws can be viewed here [PDF, 154kb].

Draft revised Rates Policy and By-laws for 2009/10
The City has revised its Rates Policy and by-laws, in accordance with the Municipal Property Rates Act, 2004 (MPRA) which requires the City to review its policy and by-laws on an annual basis.

The City has published by-laws relating to Library and Information Services.

  • Outdoor advertising by-laws
    The City Manager of the City of Johannesburg Metropolitan Municipality hereby in terms of section 13(a) of the Local Government: Municipal Systems Act, 32 of 2000, read with section 162(2) of the Constitution, 1996, publishes the Outdoor Advertising By-laws for the City of Johannesburg Metropolitan Municipality as approved by its Council which will come into operation on the date of promulgation of this notice.
