Special projects and programmes
The 2010 Directorate works closely with different departments
within the City of Johannesburg and with related national government
departments to ensure that 2010 objectives are reached within the
required time frames.
A sub-mayoral conveners committee consisting of these departments and
the 2010 Directorate meets monthly. The projects earmarked for 2010
are:
Stadiums, stadium precincts and sub-projects:
There
will be upgrades to the two main stadiums, namely Soccer City (FNB
Stadium) and Ellis Park.
The Gautrain Park Station has been earmarked as a shopping hub in and
out of Africa and a business and shopping node will be developed at the
site.
There will be major upgrades to water and electricity reticulation.
Transport (fixed and commuter) and sub-projects:
New
roads, flyovers and bridges will be created. A Bus Rapid Transport
system will be initiated alongside additional walkways and cycling
lanes.
Training venues and sub-projects:
A total of eight
venues will be upgraded. These are the Orlando, Rand, Rabie Ridge,
Dobsonville, Cecil Payne, Ruimsig, University of the Witwatersrand and
University of Johannesburg stadiums.
Fan parks and sub-projects:
Two fan parks will be
created, targeting visitors who do not have tickets to matches. The
parks will be entertainment-orientated with wide screen televisions
broadcasting the matches, a variety of eating and shopping venues and
open areas for activities for fans.
Germany was the first country to create additional venues for
fans. Only two million fans held match tickets for the 2006 FIFA World
Cup held in that country, but a further eight million fans watched
matches in these fan parks.
Supporting infrastructure, utilities and projects:
Water,
waste and electricity networks will be upgraded. This work will be done
in conjunction with the City's Infrastructure and Services Department.
ICT and sub-projects:
Not only will telecommunications and broadcasting facilities adhere to
FIFA requirements, but the 2010 Directorate wants to ensure that the
City of Johannesburg becomes a digital city with cheaper connectivity.
Accommodation, tourism and sub-projects:
Working in
conjunction with the Johannesburg Tourism Company, Johannesburg
Development Agency and the South African Grading Council, the 2010
Directorate wants to create opportunities for smaller operators and
entrepreneurs in the hospitality industry. The directorate's main focus
will be to assist with compliance and training.
Marketing communication, signage and sub-projects:
Each
host city has to create a composite logo. Johannesburg has already
registered its approved logo. There are strict FIFA regulations
regarding sponsorships and signage to which host cities have to adhere.
City beautification, environmental rehabilitation and sub-projects:
Many
of these projects will leave a lasting legacy for Johannesburg
residents. These include street furniture in the inner city, creating
wetland parks in Orlando, Lenasia and Maphetla, greening the Klipspruit
River throughout Soweto and greening undeveloped soccer fields.

Health, disaster management and sub-projects:
The directorate, in conjunction with the provincial and local health
directorates, must ensure that adequate emergency services are
available. In addition, visitors from Southern African Development
Community countries will be entitled to free medical treatment, putting
an additional load on the health infrastructure. Food security will be
of the utmost importance and informal food providers such as street
vendors will have to be trained and accredited. Disaster planning will
also be done.
FIFA events and sub-projects:
These involve the
opening and closing ceremonies - both to be held at Soccer City - and
the preliminary draw to be held in November in Durban.
Johannesburg wants to bid for the hosting of the final draw, to
be held in December 2009.
Safety, security and sub-projects:
The directorate
will work in conjunction with the Johannesburg Metropolitan Police
Department, which, in turn, will liaise closely with Interpol. Besides
crowd control and city-related crime, emphasis will be placed on
disaster management, terrorist activities and drug trafficking.
Volunteers:
Volunteers will be canvassed for duties
in and around stadiums as well as at important arrival and meeting
points, such as fan parks, stations and so forth. Their main task will
be handing out information.
Business closure during events:
Businesses within
the perimeter of events will be closed to adhere with FIFA policy. The
directorate will communicate with and assist these businesses where
necessary.
