The director of the Central Strategy
Unit reports to the city manager. Three deputy directors, responsible for
integrated planning, performance management and policy and strategy, report to
the CSU's director.

Overview
The Central Strategy Unit (CSU) was established by the City of
Johannesburg in April 2006 within the new Office of the Executive
Mayor. The unit incorporates the work previously under the performance
management function in the Office of the City Manager.
In broad terms, the CSU's mandate is to help set up a uniform
strategic planning, monitoring and evaluation system for the City of
Johannesburg.
In short, it supports the executive mayor and the city manager
in their oversight of the entire organisation of the City of
Johannesburg, thereby promoting the stated organisational goal of good
governance.

The CSU's main focus areas:
- Integrated planning - the CSU is responsible for the development of the Integrated Development Plan (IDP);
- Performance management and reporting - the CSU is responsible for performance management and reporting for the entire City;
- Policy and strategy - the CSU is responsible for reviewing the Johannesburg Growth and Development Strategy; and
- It periodically formulates high-level policy for the City.
