THE City's Integrated Development Plan (IDP), based on the City's vision detailed in the Growth and Development Strategy, sets out the strategic plan for the City over the medium term. It weaves together the wide-ranging activities of the municipality, providing a strategic overview.

Key to the IDP are the Sector Plans, which define the delivery agenda, while the Financial Plan shows the links between the IDP and the budget.
