Functions

The department is responsible for: 1. Policy and strategy development
  • General environmental policy and strategy development;
  • Integration of the Integrated Development Plan, other City processes and the implementation of projects and programmes;
  • Environmental information management indicators;
  • Environmental communication, capacity development and awareness; and
  • International, national and provincial co-ordination.
2. Air quality
  • Air quality management planning;
  • Air quality permits;
  • Monitoring, emissions inventory and dispersion model; and
  • Development and facilitation of abatement measures.
3. Waste management
  • Waste management policy and planning;
  • Waste regulation (licensing); and
  • Waste information management.
4. Conservation
  • Conservation and biodiversity planning; and
  • Open space planning.
5. Environmental impact regulation
  • Environmental impact regulation, including control of town planning and development; and
  • Compliance monitoring.
6. Water resource management
  • Catchment management and management of impoundments and wetlands;
  • Water quality monitoring; and
  • Rehabilitation programmes.
7. Climate change
  • Climate change strategy, incorporating mitigation and adaptation strategy and implementation;
  • Cleaner production initiatives;
  • Greening of events such as the 2010 Fifa World Cup™;
  • Crosscutting activities across all functional areas;
  • National and international liaison;
  • Liaison with professional bodies;
  • Benchmarking and best practice exercises;
  • Continuous improvement; and
  • Integration into City strategies.
