The City has published draft revisions of the by-laws regulating informal trading, and is asking the public to comment on them.
MEMBERS of the public have been urged to comment on the City's revised informal trading by-laws.
It has revised the by-laws that were adopted in 2004 in its efforts to regulate street trading for the benefit of all those who live and work within its municipal boundaries.
The revised by-laws will take effect on a date determined by the council.
Under the draft revisions, the council proposes regulating:
- The demarcation of stands or areas used for street trading on any public road or any other property under its control;
- The disposal of any property which has been removed and impounded;
- The liability of any person for any reasonable expenses incurred in connection with removal, impoundment and disposal;
- The prescription of penalties for the offences contemplated; and
- The amendment of such penalties from time to time.
It proposes raising the maximum fine for breaking the law to R500 and the maximum imprisonment to three months, from R50 and one day in jail. However, these proposals are open to discussion and comment from the public.
Written comments on or objections to the amendments to the revised by-laws should be sent to the director of legal and compliance, PO Box 1049, Johannesburg, 2000, or the second floor, City Manager's Office, Council Chamber Wing, Civic Centre, Loveday Street, Braamfontein.
