Deputy Chief Whip Mlungiseleli Justice Ngalonkulu
Mlungiseleli Justice Ngalonkulu was born in 1973. He did his primary education at Sodladla School where he was elected President of SRC and that is where he started his political activities. He matriculated at Zibokwana High in 1993. In 1991-1993, he was the Deputy President of SRC and Secretary of COSAS. 

Ngalonkulu, was a member of Mount Frere ANCYL Deputy Chairperson in 1994-1996. He Joined the ANC and SANCO in the 1990s and was elected branch Secretary and Treasurer of SASCO. He is a Founder member of Makufundwe Educational Project.

He was a member of Nyandeni ANC sub region in 2001 and a Treasurer of ANCYL Alex ZONE 13 in 2003-2004. He was the Secretary of Vincent Tshabalala Branch in Alex for 3 terms, and in 2005 he was elected the Chairperson of Ward 109 to date.

In 2003, Ngalonkulu was elected in the Alexandra Development Forum as Head of Physical Cluster. And in 2005 he was elected Secretary of the Alexandra Youth Development Forum.

In 2009 he was elected as Ward Councillor of Ward 109 until 2011. In 2011 he was elected as PR Councillor. 

He did his secondary teachers diploma at Transkei College of Education. He started teaching at Moyeni Junior Secondary School. He was teaching Maths and English. He Joined SADTU in 1997 and in 1998 he was elected as a Regional Organiser. In 2006 he taught at MC Weiller School in Alexandra. And he was also the President USSASA Athletics Libode Distinct.

After the 2011 Local Government Elections, Ngalonkulu was appointed Deputy Chief Whip of Council.
