​​Tiyani Baloyi is helping shape stronger, healthier communities through sport and recreation in the City of Johannesburg. Originally from rural Limpopo, Baloyi's professional journey reflects a deep commitment to community development and social impact. He believes sport serves as a powerful vehicle for inclusion, empowerment and transformation.

His passion for sport began early. At just 15, he organised an amateur football league in his community, demonstrating leadership and a commitment to bringing people together through sport.

Baloyi holds a Bachelor of Science in Recreation and Leisure Studies from the University of Venda and is currently pursuing a Master's degree in Public Management.

As Assistant Director: Sport and Recreation for Region G in the City of Joburg, he oversees sport, recreation and aquatics programmes that serve more than 1.2 million residents. He leads a team of 130 staff members across 45 facilities, ensuring programmes support the City's strategic goals around health, wellness and active lifestyles.

Under his leadership, Region G has strengthened programme delivery, governance and compliance. Administrative systems have been improved, resulting in stronger reporting and greater operational efficiency.

Baloyi has also prioritised staff development, promoting training and capacity-building initiatives that enhance skills and improve service delivery​.

Despite challenges such as budget constraints and ageing infrastructure, he continues to drive innovation through collaboration, effective planning and stakeholder partnerships.

Strategic agreements with key partners have helped support infrastructure investment, sport development and facility management, ensuring sustainable programme delivery. Baloyi is widely recognised for his inclusive leadership style and commitment to empowering both staff and communities.

His long-term vision is to build a culture where sport strengthens social cohesion, promotes wellness and creates opportunity for all. He remains guided by a simple but powerful belief: every child deserves the chance to play, grow and thrive.
