​The City of Johannesburg has shut down an illegal funeral undertaker in Ennerdale Extension 6, Region G, after a joint inspection uncovered multiple contraventions relating to public health, safety, zoning and electricity compliance. The enforcement operation was carried out by City officials, accompanied by the Johannesburg Metropolitan Police Department (JMPD) and the South African Police Service (SAPS), following concerns about unregulated funeral services being conducted from the premises.

During the inspection, officials found that the facility was operating without a valid compliance certificate and was not authorised to provide funeral undertaking services. Two bodies were discovered stored in a freezer on the premises, raising immediate concerns regarding regulatory compliance and the handling of human remains.

Further investigation revealed that the premises were allegedly receiving bodies for preparation for burial through arrangements coordinated with other individuals acting as undertakers. The caretaker on site indicated that the facility processed approximately five bodies a week.

Officials also uncovered an illegal electricity connection at the property, with no municipal meter installed. This additional finding further highlighted the extent of non-compliance at the site.

The owner of the premises was not present during the inspection. When contacted via telephone, the owner disputed the City's enforcement action and questioned municipal processes. Officials reiterated that it remains the responsibility of any operator to ensure that proper zoning approval, licensing and compliance certification are obtained prior to conducting such services.

The City has since issued an administrative fine and served formal enforcement notices in relation to the violations identified. While the facility has been ordered to cease operations and is prohibited from receiving more bodies until full compliance is achieved, the City has allowed existing funeral arrangements scheduled for this weekend to proceed to avoid undue distress to affected families. A follow-up inspection will be conducted on Monday to assess compliance and determine further action.

The City of Johannesburg emphasises that funeral undertaking services are strictly regulated to ensure dignity in the handling of the deceased, protect public health and uphold safety standards. Illegal operations of this nature undermine these standards and will not be tolerated.
