The Department of Development Planning welcomes the appointment of Mr Maruping Broderick Chiloane as Deputy Director: Building Control Officer (BCO), as resolved by Council on Thursday, 17 October 2019.
The position of BCO became vacant in November 2018, after the dismissal of the previous bearer, who was found guilty of misconduct, following an investigation into various allegations made against him.
Mr Chiloane’s appointment is expected to bring much needed stability in Development Planning, and contribute towards the improvement of the Department’s customer centric approach.
The role of a BCO is a critical one in the City’s building plans assessment and approval process.
According to the National Building Regulations and Building Standards Act No. 103 of 1977, some of the functions of a BCO are to:
- Make recommendations to the local authority in question, regarding any plans, specifications, documents and information submitted to such local authority in accordance with Section 4(3);
- Ensure that any instruction given in terms of this Act by the local authority in question be carried out;
- Inspect the erection of a building, and any activities or matters connected therewith, in respect of which approval referred to in Section 4(1) was granted;
- Report to the local authority in question, regarding non-compliance with any condition on which approval referred to in Section 4(1) was granted.

I would further like to thank the Group Corporate and Shared Services, under the leadership of MMC, Dr Ntombi Khumalo, for the efficient and professional manner in which they compiled and tabled the report for Council.
Finally, a special thank you goes to Ms Celiwe Mtebula, for holding the fort as Acting BCO, and serving in the position with pride and commitment since the suspension of the predecessor in April 2018.
I have confidence that Mr Chiloane will perform his duties effectively and contribute towards the delivery of efficient services to the residents of Johannesburg; because if Johannesburg works, South Africa works.
