The City of Johannesburg’s Council finally approved the Urban Development Framework (UDF) for the area known as ‘Frankenwald’ today, 31 August 2022. This is after the item also received endorsement by the Development Planning Section 79 Oversight Committee.


Now that the UDF for ‘Frankenwald’ has been approved by Council, it will be adopted as a City of Johannesburg policy. The Urban Development Framework (UDF) sets out the spatial framework and guidelines for the development of Frankenwald. The site is one of the few remaining undeveloped, centrally located sites within the City of Joburg. The ideal location of the site makes it prime real estate within the City and the Province.


The proposed Frankenwald development will be characterised by high-density, mixed-use development, with an estimated residential yield of 30 000 residential units.
The project will further ensure the creation of job opportunities not only during the 10 to 15-year construction lifespan of the project but well after completion. There will also be opportunities for local small, medium and micro enterprises to be empowered once construction commences.


MMC Belinda Echeozonjoku has said that this development presents an opportunity for the City of Joburg to tackle apartheid spatial planning and give effect to the Mayoral Priority of building an inclusive City by providing affordable housing opportunities on well-located land in the City to those that live far from social and employment opportunities.
