The City of Johannesburg Development Planning Department is happy to announce that in five months, July 2022 to November 2022, it approved building plans worth over R6 billion through the Construction Permit Management System (CPMS).
The Member of the Mayoral Committee for Development Planning, Cllr Belinda Echeozonjoku, has said that this reflects the investment potential of the City, and that Joburg remains the place to do business in the country.
CPMS was officially piloted in January this year. It seeks to migrate the submission and approval of building plans away from paper based manual submissions to digital.
Architectural professionals are the primary users of the system and are required to submit all building plans using their professional credentials, which automatically align to South African Council for the Architectural Profession (SACAP’s) database to confirm that they are in good standing.
The R6 billion worth of approvals was reached despite significant technological difficulties in the CPMS around August and September that prevented applicants from downloading signed copies of building plan applications that had been accepted on the system - creating a backlog of applications that needed approval - fortunately, some of the Department's initiatives to fix these issues, including extended operating hours were effective.
MMC Echeozonjoku further stated that “the CPMS gives effect to the Mayoral Priority of improving the ease of doing business in the city. We will continue in making major strides with the digital migration in the process of building plan submissions and approvals to attract more investment and economic growth for the city”.
