Thursday, 9 June 2022, the Speaker of Council, Cllr Vasco da Gama, swore in and welcomed two new councillors in the City.  The newly elected ward 53 councillor, Ntshavheni Thovhedzo Mutavhatsindi from the African National Congress (ANC) and the African Heart Congress (AHC) PR Councillor Moloko Michael Mpolobosho. 


The swearing-in ceremony took place in the Speaker’s Executive Boardroom. This meeting was in accordance with Rule 10 (2) of the Standing Rules and Orders of the City of Johannesburg (The Rules). Which requires that newly elected office bearers must swear an oath to God or an affirmation to the Republic of South Africa before a Judicial Officer or the Speaker of Council. 


In attendance was the Chief Whip of Council, Cllr Tyrell Myers, the Chair of Chairs, Cllr Colleen Makhubele, the Leader of the Opposition Cllr Eunice Mgcina and the Whip of the Opposition Cllr Brenda Dummie. 


Both newly elected councillors were presented with a copy of The Rules. This is the document that regulates the scope of the work of the officials and public representatives and the behaviour of the public within the Council precincts. Mr. Speaker stressed the particular importance of the Code of Conduct for Councillors because this and other legislation is vital to direct the actions of councillors. Mr. Speaker said, “It is important for councillors to know the Code of Conduct for Councillors, if communities expect you to do something that is against the rules, you have the ability to tell them, ‘I am not allowed to do that’ and are able to stay out of trouble.”
