The City of Johannesburg has noted with concern the unsubstantiated commentary made on social media regarding the operation of the Norscot Manor Recreation Centre.
These statements are not being taken lightly since they are putting the City in disrepute and were uttered without knowing the true facts in the running of the recreation centre.
The true facts are that the Norscot Manor Recreation centre has various user groups one of which is Tea Garden, operating from the Norscot Manor Recreation Centre since 2001. The Tea garden has an annual user agreement and pay monthly fees according to official City Tariff structure.
The City manages multiple agreements i.e., the Nursery school has a lease with JPC and the user groups are on a user contract from 1 July to 30 June annually. The Recreation centre has five staff members who are South African Citizens which includes two general workers, two sport and recreation officers and a caretaker.
The Tea Garden currently employs eleven staff members on a permanent basis and most are South Africans (seven) and complying to the South African Labour Laws i.e. with South African citizenship, Foreign national work permits or are covered by the Zimbabwean exemption permit (ZEP) which expires on the 30th of June 2023.
As and when required the Tea Garden makes use of casual labourers, which also comply to the above labour requirements. With respect to car guards - there are none. However, the caretaker ensures that over the weekend, when the centre has a higher number of visitors ensures that there is no misuse of the reserved parking bays.
