Blitz operation in Lenasia ends in warnings and spot fines

Lenasia came under the spotlight on Thursday, 10 September 2026, as the City, Lenasia SAPS and several municipal departments conducted a joint law enforcement operation aimed at strengthening compliance and protecting the health and safety of residents.

The operation brought together a multidisciplinary team comprising Environmental Health, the City's Health Department, City Parks and Zoo, the Johannesburg Metropolitan Police Department (JMPD), Johannesburg Roads Agency (JRA), Traffic Wardens, Town Planning Law Enforcement and Emergency Management Services (EMS).

Environmental Health officials inspected two formal food premises and found both operating without the required Certificate of Acceptability (COA). Prohibitions were issued at both premises, while one business was issued a R5 000 fine for operating without a COA. The fine is payable by 9 October 2026.

The operation also encountered resistance from a bakery owner, with officials facing verbal confrontation during inspections. Despite this, enforcement officials continued with their duties in accordance with the applicable compliance processes. Business license spot fines of R3 500 each were also issued, bringing the total fines recorded by the Health Department during the operation to R12 000.

The operation responded to a complaint concerning hawkers operating around the Trade Route/Jiswa area. The JMPD By-Law Management Unit (BMU) attended to the matter and removed the hawkers from the area. The City's enforcement efforts extended beyond food and business compliance, with seven properties visited and six notices issued as part of Town Planning Law Enforcement activities. One R5 000 fine was issued under reference 65/79001/200 in relation to planning compliance.

EMS Fire Safety also conducted two inspections, resulting in notices 62652 and 62653 being issued in relation to building plans. The operation identified poor health conditions and hygiene concerns at some premises. Businesses were advised of the areas requiring attention and were given periods within which to comply, while being prevented from continuing operations where necessary.

The City emphasises that such operations are not simply about issuing fines, but about ensuring that businesses meet the required standards and that residents, workers and customers can access safer and healthier environments.

Through continued joint operations, the City of Johannesburg is strengthening its efforts to promote protection of communities and ensure that businesses operating within the City do so responsibly and within the law.
